21st & 22nd Avatara - the Lord advented Himself as Lord Krishna and His brother Lord Balarama
He displayed wonderful pastimes to invoke the attraction of the people and, again, to relieve the burden of the world of numerous demons and atheists. Lord Krishna is directly the original Personality of Godhead, and Balarama is the first plenary expansion of the Lord. From the original Lord Balarama comes all the other expansions of the Divine.
